Statement by DIP, EEK and PO: a step forward in our revolutionary struggle

DIP, EEK and PO, on the 4th of December 2017, carried out a previously planned meeting between the respective parties by taking advantage of the international conference that was held in Istanbul.


The centenary conference

On the 3rd of December, for the centenary of the October Revolution, by the call of RedMed web network and Christian Rakovsky Balkan Socialist Center, those who regard this most advanced breakthrough of humanity as a guide to action came together in Istanbul, Turkey. The whole-day conference lasting from 11 a.m. to 8 p.m., which was attended by close to 400 people filled with enthusiasm, with a certain circulation in its three sessions, was hosted by DIP of Turkey with contributions of EEK of Greece and became a fittingly accomplished activity for the centenary of the October Revolution.

The conference greeted this glorious attempt in abolishing capitalist exploitation through the conquest of power as the essence of that world-historic event. The commemoration stressed that the imperialist First World War was ended by the working class taking power in Tsarist Russia and starting revolutions in Europe, especially in Germany and Hungary, and that, the Second World War was too, ended by the working class through the smashing of Fascism and Nazism by the product of the October Revolution, the soviet state, and the revolutionary upheavals of the international proletariat. A great lesson for today, as the World is on the brink of a renewed threat of a spillover of war by the interventions of imperialism in the crunch of another Great Depression.

The October Revolution which cannot be taken as solely a Russian revolution could only be celebrated by a feast of internationalism. As a revolution of workers even from various nations within the Tsardom including those of Muslim peoples and as a revolution that penetrated its devastating waves deep inside Europe at first and then extended its influence over Asia and in later stages to Africa and Americas, the Great October Revolution should be and was considered by the conference as the prelude for the epoch of proletarian revolutions.

The conference was attended by a rich international delegation. A spirit of internationalism was in the air not only in the speeches given by the attendees which were simultaneously translated into Turkish and respective languages but also in the strategic idea behind conducting such a conference, like the four Euro-Mediterranean conferences, to provide a medium for convergence of the fighting forces against the imperialist capitalism in its shatters and eventually bringing them in a revolutionary international through discussion and joint work.

Besides Savas Michael-Matsas and Jorge Altamira representing EEK and PO, the contributors to the conference included presences of Comrade Iosif Abramson from Party of Russian Communists (RPK); Çingiz Topçiyev, delegate of Socialist Elm from Azerbaijan; Daniela Penkova, a Marxist economist running the website Dokumentalni from Bulgaria; Aziz Şah, an author of daily newspaper Afrika from Cyprus. Tamás Krausz from Hungarian Marxist journal Eszmelet; Dimitris Mizaras from the Marxist Workers League (MTL) of Finland; Lenka-Movement for Social Justice representative Haktan Recep Ismail from Macedonia; and Yuri Shakhin from Ukrainian organization Against the Current offered their contributions through video messages as well. Several leaders of DIP and Marxist intellectuals from Turkey gathering around Devrimci Marksizm (Revolutionary Marxism -the theoretical journal of DIP which also has a yearly English edition) also made significant contributions covering a wide range of topics.

The whole event was not carried out in the nostalgia of a beautiful moment that has survived for a certain time; but dedicated to display a program of future revolutions and the necessity of construction of vanguard parties to make upcoming revolutions and struggles victorious! As a result, one of the most important highlights of the conference was on the construction of a world party of revolution for the working class.


The resolutions of meeting of the parties

Following the conference, on the 4th of December met the delegates of DIP, EEK and PO to discuss the current situation of the joint work of our parties and to decide on the steps to be taken hereafter. In harmony with this aim, the meeting decided on a series of resolutions regarding to a plan of action.

Among those were the most relevant to the audience, the decisions regarding;

First, three subsequent meetings to be convened within just more than a year. First of these, an international conference, is going to take place in the end of March – early April 2018 in Argentina, followed by a mass public meeting by those attending the conference. The conference will prepare an international congress or a conference to take place in September that is the 80th anniversary of founding of the Fourth International. The last meeting will be hosted in Istanbul, Turkey in January 2019 coinciding with the centenary of the founding of Comintern. A special session in this meeting will be dedicated to Rosa Luxemburg, Karl Liebknecht and Leo Jogisches, three assassinated leaders of international proletariat.

Second, launching of a bilingual theoretical journal in English and in Castilian to disseminate our views on the ideological ground. This publication will not be a platform of factional fights but will deal with the real problems of the world revolution.

Third, launching of a website by the parties, jointly analyzing and intervening in the political issues. For an intervention in the class struggles throughout Europe, the Middle East, Latin America, and all over the World by our parties and a relevant broadcast.


Factory occupation of metal workers with DIP in the leadership

As the meeting continued, news came from a metal factory in Istanbul where DIP was undertaking an organizational work for months. Against the attack of the bosses by layoffs in response to unionization work carried out by the factory committee formed by the workers where militants of DIP were in the leadership, 600 strong workers first started a strike then immediately advanced to an occupation of the factory. Their demands were reincorporation of the fired workers and the acknowledging of the trade union.

One day before, as the conference proceeded, workers from the factory sent their greetings by a message written by the factory committee, apologizing for their absence in the conference which they wanted a lot to participate but couldn’t do, due to tense situation in the factory.

These symbolic events of first, the accomplished conference, second, the extremely important meeting between our parties and a subset of the resolutions expressed herein and third, crowning of the both, by a factory occupation with

DIP in the leadership taking place within the limits of the city those two meetings convened signaled a new and a much more mature period in our struggle for founding the International to lead the working class masses to the victory of revolution all over the World.

Donald Trump has decided to retreat the United States from the Treaty that blocks the nuclear development of Iran, despite the opposition of France, Great Britain, Germany, China and Russia. 

This means the return to the commercial and financial blockage of Iran, which Trump extends to all great powers who develop business with the Ayatollahs’ regime. It’s a huge step in the development of the economical war unleashed in the capitalist world economy.

It also means a fundamental support to the Zionism’s war policy against the Palestinian people and against other Arab nations in the Middle East. Israel is taking advantage of this situation to advance in a military escalation and had just bombed the Iranian bases in Syria. 

Trump’s decision is also a support to the financial-feudal monarchy of Saudi Arabia, which is developing an extermination war in Yemen and threatens Qatar and Iran with war. 
The other signatory powers have answered they will still defend the agreement with Iran, but they have already launched themselves to a political offensive to make that country yield to Trump’s extortions. They are desperate to defend the great business that their monopolies are carrying out there. A capitulation from Iran would turn Yankee imperialism, Zionism and the sheiks from the Arabian Peninsula into the owners of the Middle East. Great Britain and France collaborate with Trump in the systematic bombing against Syria and in the plans to balkanize its territory. 

The blockade to Iran has produced a huge rise of the oil prices, which benefits Saudi Arabia and the North American monopolies of non-conventional fuel, and harms the European Union and the importers of the rest of the world. It’s another blow to the deteriorated living conditions of the masses. The Russian petrol companies pick up the crumbs of this rise. 
Russia and China also seek to calm down the Washington monster, to cushion the commercial war which the United Stated has started against them. Trump has just annihilated the world aluminum monopoly, the Russian Rusal, forcing it to sell its stock shares to the Russian oligarch who holds the majority of the capital. China, even by its own interest, yields to the demands of a greater opening of its financial market to the international capital.

During the two years of the treaty’s validity, the Iranian government has carried out an implacable policy of workers impoverish and clerical clans and bourgeoisie enrichment. From last January workers’ strikes grow in Iran, against dismissals and the banking bankruptcy. The nuclear treaty didn’t open any perspective of improvement to the exploited nor to the country.

The rejection from Trump to the nuclear freezing treaty with Iran starts a new escalation of wars and international catastrophes.

For an international campaign against war

We call to impulse a common international campaign of the working class against the imperialist war.

Down with the economical blockade and the military escalation against Iran!

Down with the Zionist State, for the Palestinian people’s right to return.

We call the workers of the imperialist states to double the struggle against the class enemies in their own country.

In a lapse of a few days paraded in Washington the president of France, Emmanuel macron, the German prime minister, Angela Merkel, and the Great Britain Foreign Minister, Ben Johnson, with no results. They didn’t manage to dissuade Trump, who, on Monday 8th, decided to retreat the United States from the nuclear agreement with Iran, which had signed also Russia and China.

Trump lies

Before the conclusive reports of the International Energy Agency and even the Pentagon, that the clauses of the treaty were fulfilled to the letter by the Iranian authorities, Trump decided to accompany the prime minister of Israel, Benjamin Netanyahu, who have pleaded that “Iran lies” – something that was refuted right away by the main specialists in the matter and the main articles of the main newspapers of the involved metropolises. According to Trump, the limited validity time of the agreement would allow Iran to develop a nuclear armament at its overdue; the treaty would not contemplate the development of missiles that could be used to hold nuclear warheads; and, off the nuclear issue, Iran was behaving as a terrorist State along the Middle East. In contrast, Israel and Saudi Arabia were described as peaceful and even democratic. The decision of breaking a treaty in unilateral form, without following the steps that were foreseen to do so, force all diplomacy conventions, what is equivalent to a war state declaration without precisions. It is what, in its time, made Hitler, on his side, and then in alliance with Stalin; and closer in time the “western” powers against Libya and Syria (by interposed military agents); or the successive North American military interventions in Latin America – the last one Panama, and in a former past against Santo Domingo and Cuba. It’s a threat that hangs over Venezuela. 
Iran has come to the agreement under the pressure of economical sanctions and exceptional political reprisals. It saw in the agreement the possibility of restarting the petroleum exportations and receiving foreign investments – the main vindications of the Iranian bourgeoisie. In the three year of validity of the treaty, the sanction were not lifted but only in part, what was taken advantage by the European monopolies to hoard important deposits, specially the French Total. The agreement opened a transit from ‘populism’ to ‘macrism’ in the economy of Iran, under the initiative of the reformist wing of the ayatollahs. The resulting economical liberalization aggravated, as it meant, the conditions of the country masses. At the beginning of the current year there started popular rebellions, which had become since then in working class strikes every time more insistent. Trump has said he will return to a sanctions system more severe than in the past, which implies, in first place, an economic war declaration against the European monopolies that ventured in Iran in the last times. The EU has announced economical measurements to counter the sanctions, which are very far from that possibility. With greater vision, the British Financial Times fear a purpose of “change of political regime”, by Trump. That is a terrorist policy against Iran.


In coordinated form with trump’s action, the Zionist state has started to attack Iranian positions in Syria, without admitting the authorship of these actions, and has developed a strong military deployment in the border with that country. The general staff of the Zionist army, though, has manifested, as the pentagon did, against the sabotage to the agreement between Iran and the six powers that subscribed it. They qualify it, on the contrary, as highly convenient. The high ranks of all starring states warn against a war against Iran, which would be supported by Russia and China. Such a war would fire the Middle East, part of Central Asia and the Europe itself. They prefer, by far, the military and economical pressures, and the laying of bridges to the local bourgeoisies affected by the embargos and the blockage. 

Since Trump announced for the first time his intentions, the EU as well as Russia had worked to modify partially the treaty, to accommodate the North American pressures. The axis of the talks passes through an agreement regarding, in the first place, Syria, i.e. the retreat of the displayed forces by Iran and Hezbollah. It is what Russia, Iran and Turkey has tried to agree in a recent meeting, with an unknown result, due to the interest of Turkey of preserving its control of the north of Syria and extend its protection zone from the north of Iraq. The other point is the retreat of the Iran support to the forces that combat Saudi Arabia in Yemen. In the warmonger contentious it occupies a strategic place the conjunct exploitation of the planet’s most important gas deposit - between Iran and Qatar. The gas matter involve all the riverside countries of the Middle East Mediterranean, form Egypt, Israel, Lebanon, Ukraine, Cyprus, Greece, even Turkey and the Balkans. 
Behind the nuclear agreement issue, it unfolds a very wide world crisis, in the geographical as in the political sense. The Iranian government of Rohani has said it would keep on abiding the norms of the agreement, always that the EU shows it has the capacity to counter the sanctions from Trump. The EU pretends to keep on negotiating an exit with the US, on the one hand, and with Russia and China, on the other. In these tries there seem to have forgotten the mole labor that the capitalist world crisis do, and from other side the resistance of the masses. In France, Iran , Tunisia, Turkey, that crisis and that resistance is every time more manifest. Even in Israel, it is developing a movement to remove Netanyahu for corruption, with the complacence of the military ‘establishment’. Something similar faces Trump in his territory, with other complacence –the FBI one. 


The crisis of the treaty ‘Iran + 6’ influences in the negotiations in course between Trump, the two Koreas and China. Here too it is discussed an agreement of ‘denuclearization’ of uncertain range and, as it is seen, of even more uncertain compliment. Trump follows his extortion method of dubious success. What is clear, anyway, is the character of the world political period; more crisis, more commercial and financial wars, more extortions supported by arms, more wars, major political crises, popular rebellions. 

These conditions urge the political struggle to stand a workers revolutionary International, the IVth International.

The exit of the United States from the nuclear pact with Iran is a leap in the bellicose scenario of the Middle East. Trump couldn’t even appeal to the excuse, as he did in the past to face other conflicts, that the pact has been violated. All signing powers, including the US, recognize that the agreement was being respected by Iran, so with leaving it, shows even more the ongoing provocation.

The White House reproaches that the pact does not limit the missiles development and other weapons of the Persian country. But the axis of the move aims in other direction: to force the retreat of Iran from Syria and a withdrawal of its interference in the region. It matters to point out that Hezbollah has just obtained an outstanding triumph in Lebanon and the imminent elections in Iraq anticipate the consolidation in the power by the pro-Iranian. 

The war against Isis finishes with a reinforcement of the Al Assad’s regime and a consolidation of the presence of Russia, Iran, and in less measurement, Turkey. The map of the post war is designed today by Teheran, Moscow and partially Ankara, without the intervention of the United States and its allies. This scenario is pretended to be altered by Trump.
For the time being, the North American decision is the green light that Israel and Saudi Arabia were waiting, countries supported by the West disputing with Iran the hegemony in the region to put in march a military escalation. A preview of this threat was produced by late April, with a bombardment presumably Israeli to two bases of that country. The action was much more serious that the recent bombardment made by the United States with Great Britain and France. The attack caused the death of at least two dozens of Iranian officers and, in these hours, another Israeli operation in Syrian territory transcended. This combines with a worsening of the offensive against the Palestinian population, concentrated, in first place, in the Gaza Strip which is being used as target of implacable of harassment by the Israeli troops.

The rupture of the agreement goes along with the start of economical sanctions. The economical asphyxia pretends to discharge a strong blow to the Iranian regime, which economy is already deteriorated. 

The expectation that the approach with the West as a result of the pact would allow an economical flourish has been denied and the declination of the living conditions has continued to such a point that it has ended provoking a popular uprising, late last year. A sort of embargo would be the prelude of a military intervention. The announced sanctions against Iran complement with the ones the White House come applying against Russia. The economical reprisals tend to force the Putin’s regime to a distribution in new terms of Syria and the region. 


But the announcement of sanctions, besides, is a shot by elevation against the European Union. Trump ignored Macron and Merkel’s petitions, which travelled a few days ago to Washington, not to leave the pact. To this petition also added up the British premiere Theresa May. The three European countries ratified the signature and their participation in the nuclear agreement. This steps up the international tension in the frame of the commercial war that confronts the United States with Europe. 

It is important to outline that Washington will impose sanctions to the European companies which wouldn’t leave their business in Iran. This fact could precipitate a runaway from that country. That includes not only the petroleum but the ship, insurance companies and banks. This would seriously compromise the petroleum production and exportation of the Persian country, which main destinations are precisely the European countries.

The European Union studied for months how to make the American sanctions not to affect their companies. It would be trying to use some legal procedure which avoids the European companies suffer extraterritorial American sanctions and to open credit lines in Euros from the Investment European Bank to support the European companies with activities in Iran. 
There is a coincidence among the analysts that the imposing of sanctions to European companies would create “the greatest division between Europe and the United States since the ex president George W. Bush declared the war to Iraq in 2003” (Clarín, 5/3).

The North American decision over Iran has turned Europe to the defensive, which is, on the other hand, what is happening in other fields, as it has happened with the steel and aluminum tariffs, the tributary reform or the abandonment of the Paris climatic agreements. The European warn that a gowing crisis in the Middle East not only expose them to reprisals and a commercial war of unforeseen consequences but,  among other things, could end provoking a new refugee alluvium of explosive range. 


In the coming weeks we shall be also alert of the inner evolution in Iran. The Iranian president, Rohani, pretend to counter the North American pressure by leaning in the European powers. He has pointed out that he will keep on respecting the agreement. But this policy may end being a double edge weapon. The European Union aims to a negotiation with Iran, which core would consist in “restoring the investment lines in exchange of an addendum in the original pact” (Idem). Though Trump rejected this option, the core of this “aggregate” is in tune with the claims of the Yankee tycoon and would be based on setting a limit to the ballistic missile program of Iran and its action in the region, particularly in Syria, Iraq and Yemen. For the time being, the European leaders asked Iran to show “containment in its answer to the American decision”. 

This attempt to save the pact may finish in a fiasco. If this happens, it would be a blow for the moderate wing of the regime (which the one governing), which has been one of the artificers of these agreements and, as counterpart, could raise head the ultra-nationalist sector displaced from power. Of course, it can’t be discarded that, put between the sword and the wall, the same Rohani give a turn. For the time being, the Trump’s offensive could relive an anti-imperialist feeling and/or “maybe a new economy worsening, could multiply the protest putting the country at the brink of the civil confrontation” (La Nación, 5/9).


The decision of Trump of sending  the pact with Iran to the trash bin shows the ephemeral character of these compromises. We are in front of precarious equilibrium, which is the anteroom of new attacks. 

We find ourselves in front of a convulsive scenario dominated by great international crises, rivalries, commercial wars and tendencies to war, coup and popular rebellions, which have as background curtain the capitalist bankruptcy which does its implacable mole labor. 

This scenario puts red hot the need of an common international campaign of the working class against war and to stand a revolutionary international,  the IVth international. 

Down with the imperialism and the imperialist wars!

Last Thursday 19th, the CGT and Solidares organized in Paris and in tens of province cities a set of demonstrations in favor of the “convergence of the struggles”, this is, of the different confrontations between the worker movement, the students and other sectors and the Emmanuel Macron government.  In the early morning of Friday, an impressive police operative – in fact, military – evicted the students of the University of Tolbiac, one of the most important occupied universities. 

The railroad strike is in the center of these confrontations. The strike and the mobilizations show the contrasts of the class struggle in France, the strong and weak points of the worker movement, of its militant vanguard, of the whole oppressed people’s struggle. We are in a race against time, between the capitalist government and the popular and worker struggles. The outcome will be decisive for all this period of development of the capitalist crisis in the European countries. 

The attack from Macron

It is clear that the so-called “railroad reform” (which foresees the disarticulation of the company, the liquidation of the labor conditions, the cession to private capital of the most profitable activities) will determine the future of this capitalist government. A few years ago the highways were privatized, now it’s about the airports and transport. But the objectives are the pensions system and social security (health providers). There’s a planned policy of destruction of public services. The government already announced that in the second semester of the year it will release the “pensions’ system reform”. The same happens with the universities and the new law of entry selection of the students to third cycle. 
The presidential program has a long range. Macron lacks of a political party that supports him in this duty and he uses the resources of Bonapartism, in its more grotesque expressions. The presidential elections pointed the crisis of the big governmental parties and in that void was introduced the new president, pampered by the great capital, the financial centers, the thinking organisms of the imperialist French bourgeoisie. The president has to keep the imperialist and militarist rank of France, with its correspondent costs and liquidation of democratic freedoms. 

The liquidation of worker conquests, of the protection rules, the collective conventions, is an immediate need. It started with the liquidation of the labor code and the passage to a supposed “negotiation” at company level, which will never exist as such. It attacks the union bureaucracies and the role they defend as intermediaries between capital and labor, always favoring the capitalist regime. The railroad reform summarized all these objectives very well and it’s a necessary passage. It attacks a sector of the working class highly unionized, with a particular labor statute, a national framework, a certain power of negotiation. It is needed to be remembered, that in 1995, the government of Alain Juppé announced the liquidation of the railroad pensions regime and the strike which answered him paralyzed the country and made the government to fall. 

The response of the unions’ bureaucracy

The railroad unions are particularly powerful (in a country with a low rate of unionization with exception in the public sector and certain industrial cores) and are divided en several confederations, as the rest of the working class movement.  The dominant union is the CGT (which is losing influence), the there are the CFDT (Democratic French Conference of Labor) and UNSA (both of open class collaboration and with the second one strong in the motormen). The combative union is the SUD Rail. The FO (Workers’ Force) was left behind and closer to the CGT than to the CFDT-UNSA. 

The railroad reform will be sanctioned by the Executive Power with the Congress ratification, where Macron disposes of an enormous and automatic majority. There’s no debate nor negotiation with union organizations and as a fact neither in the country, with a frenetic rhythm of sanctioning anti-popular and anti-workers laws and dispositions. Besides, the worker movement comes from two important defeats, against the labor reforms of François Hollande and the very same Macron. 

At the same time, the destruction of the SNFC (State’s railroad company) and the railroad code couldn’t pass easily. The unions’ directions then proposed a newly “struggle plan”: a succession of strikes of two and three days of work until the month of June. This program allowed to keep the dialogue with the government, without forcing the strike situation. The SUD was the only one opposed, keeping it slogan of “reconductible strike”, this is a strike for undetermined time, sanctioned and renewed each day by a General Assembly. 
The government’s answer was brutal: there’s nothing to negotiate. The CFDT in particular ask for the direct intervention of the Prime Minister, to leave aside the useless minister of transport, who had no power. It is the denial of the government what keeps for now the union block, though the UNSA and the CFDT want to break it. The CGT was left at the center of the scene. The militant positions of SUD Rail are a real minority and won the approval of few assemblies. The conflict is explosive and the unions tried to flatten it. The contrast is noticeable between a movement of strike that affects all country and the absence of more decisive reactions from the railroad unions. 

The convergence of the struggles

The CGT uses once again its traditional strategy to control a conflict to lower its combative spirit and to organize a series of national mobilizations to give it a resonance box and underlines its intervention as struggle pivot. 

That’s how the days of struggle passed. On March 22nd there was an important mobilization day of the public employees and the railroad ones; in March there was a mobilization of the pensioners against the new taxes; on April 19th there was the demonstration of the “convergence of the struggles”, with a significant participation of students, by the end of May there will be an officials’ mobilization. The CGT announced that wants to make of the next May 1st demonstration a great united act of support to the railroad workers. 

This activism of the CGT is tricky, though it has released struggle actions in some sectors. As a fact there hasn’t been no “convergence” and the unions which pronounce for the effective and militant support to railroad workers are few. The Air France conflict is a good example in this sense. The students’ movement is more the exception than the rule. It has mobilized by thousands on April 19th and the support to railroad workers appears in many of its universities occupation actions. 

The convergence is above all a mood of thousands activists and militants which perceives clearly that the railroad strike won’t be able to win if it the streets are not won, if other strikes and struggles appear and develop. It’s needed to manifest and organize. In the great cities of province – Nantes, Montpellier, Rennes – this “convergence” manifests effectively in the streets, with common manifestations and confrontations with the repression. The translation in terms of unions and unions’ sections which structure and develop the movement is embryonic.
What appears clearly is the “recovery” of the working class and students’ mobilization by the political apparatuses. There’s a double intervention. On one side, the NPA’s (New Anti-capitalist Party) direction launched a “unity of the left” operation, with the CP, Benoit Hamón (former presidential candidate of the SP that now has created his own movement) and other organizations. With a reformist and conciliating, democratizing and demoralizing program, it’s returning to the old “unity of the left and of the left of the left”, as political alternative to the so-called neoliberalism. It a path with no struggle perspective. 

The other option is Jean-Luc Mélenchon. This “movementist” demagogue, who opposes the organizations of the working class movement and the class struggle, who defends the French imperialism, who works with Podemos and worked with Syriza, pretends to be –alone- the political opposition to Macron… to win the next elections. He has adopted a divisionist and self-promotion policy. He refuses to make the May 1st a united day of support to the railroad strike and the struggles and calls to an own and divisionist “act”… for May 5th.

The central political role that Mélenchon and his sectarian movement pretends to play, and the public reappearance of the NPA and of Olivier Besancenot with his reformist “political alternative”, are favored by the difficulties of the militant left to intervene as a regrouping, centralization an struggle driver axis, This left manages to group thousands of activists, in particular in the manifestations and also in meetings, assemblies, interventions. 

 In the next weeks the immediate luck of the government and the working class movement en the following period will be played. If to the capitalist crisis is added a political crisis provoked by a defeat of Macron, there will open a period of renovation of the class struggle and the possibilities of revolutionary organization and intervention of the militant vanguard.

A little more than a month from the great strike of West Virginia, the teachers of the state of Oklahoma held a strike for salaries’ rise and an increase of the school financing in the State (reduced a 30% in the last decade) which prolonged for ten days. It is estimated that forty thousand workers took participation in the strike and there were massive mobilizations directed to the state Capitol.

In difference from the West Virginia strike, which conquered a 5% rise, this struggle was dismounted unilaterally by the bureaucracy of the National Education Association and the Oklahoma Education Association without achieving any of its goals. The call from this bureaucracy was the starting kick which gave place to the state government to force teachers to go back to their working places, sanctioning those who wouldn’t do that (WSWS, 4/19).

The orientation of this bureaucracy, which plays a role of contention and demobilization in every conflict, is of settling the conflict “in the poll boxes” during the midterm elections of November, voting the Democrat Party. They hide the degradation of teachers’ salaries and the educational collapse has among its responsible parts the former Obama administration and the governors.

The recent conflict of West Virginia has spread to the teachers of numerous states which are waging a battle against the scarce educational budget and the misery salaries, which in multiple cases lead them to take a second job to cancel debts. In Kentucky there was also a strike and protests in Colorado. In Arizona, the teachers developed three days of protests that will preceed a strike next Thursday 26th.

The diplomatic process between the two Koreas and the United States, especially, from the Olympic Games in Seoul, gathers together, in appearance, all characteristics of a circle quadrature – and, certainly, of a extortion. Until soon before the unexpected travel of Kim jong-Un’s sister, the president of North Korea, and another pair of diplomats, to South Korea, the international press titles announced repeatedly the imminence of a North American attack against nuclear and missile launching installations of North Korea, and the display of aircraft carriers of the United States.

The Security Council on the UN had voted severe economical sanctions against North Korea, unanimously. This extreme position, contradictorily, is the background of the turn hit by the ulterior diplomatic relationship, because the military solution to the crisis had not yet matured, would it be in single unilateral form by the United States, or in conjunct form by the United Nations. The impact of the sanctions on the North Korean economy is object of disagreements among observers: while some state that they were the wider and best accomplished of all former ones, others show an increase in the country’s GDP, in this period, to sustain the contrary. 

From one impasse to another

The circle quadrature that faces the diplomatic stage that has just begun shows itself in the incompatibility in the positions in struggle. The Trump’s government claims for the “denuclearization” of North Korea, besides of the destruction of bacteriological weapons and the dismantling of its missile arsenal. Kim Jong-un interprets the “denuclearization” in a different way. An so he claims for all Korean peninsula and Japan to be “denuclearized”, and the retreat of the North American troops from the region. A majority of analysts foresee that the negotiation of these positions in dispute will be unexpectedly long.

Trump is condemned by the past, because Khadafi the Libyan didn’t save his regime nor his life when accepted to dismantle his nuclear arsenal against guarantees of security in paper, nor Iran has attained to normalize the international economical relationship after signing an agreement of nuclear contention for more than a decade with six states, which  includes Germany, Russia and China –besides the US, Great Britain and France, the band that protects with bombardments the groups financed by Saudi Arabia and Turkey which operate in Syria. It also didn’t survive the guarantee of a status of no alignment and neutrality for Ukraine, which committed Bush Senior with Gorbachov- the ex prime minister of Russia.

This starting impasse for the promised three-band diplomatic negotiation (US and the two Koreas) and a fourth on the prowl (China) imposes the need of a more general characterization of the strategies at stake. This could potentially arise at the end of a long process of negotiations –as happened with the, approximately, two decades that took the talks between the United States and China until they normalized their relationship. Or the even longer ones with Cuba, several times interrupted, and now in a relative impasse. 

Seismic Region 

One peculiarity of the situation in northeast Asia is that North Korea was not dragged, as happened with Vietnam and the rest of Indochina, in the wave of capitalist restoration started by China and the diplomatic ‘normalization’ with the ‘west’. One reason was the resistance of North Korea to fall under the orbit of Peking o the resistance of Russia to that possibility. A capitalist restoration in great scale by North Korea, under the direction of the State would have unleashed a fierce competition in the Korean peninsula and with Japan, and the dispute in the hegemony in the case of a unification of the two Koreas on a capitalist basis. 

This is the fundamental strategic consideration which presides the present negotiation, which at the end of the road puts forward a reorganization of Nort5h Korea in capitalists’ terms. The alternatives that are presented are: 1. One North Korea of capitalist restoration, allied to China; 2. A unification of North and South, but in which conditions; 3. The place of the United States and Japan in this restructuration, which would have broad incidence in Central Asia and Russia.  Trump had left clear already that the North American military presence in Japan and South Korea is not even on the table. 

Far from an attenuation of contradictions and antagonisms, the attempt of changing the political scenario in the region poses a complete sharpening. In the eve of the talkings, Trump has blocked numerous Chinese companies’ incorporation to the capital of strategic technological American companies. Starting a commercial confrontation; and pressuring for an opening of the capital markets of China. He has reinforced the pressure against Iran and the support to the expulsions policy of the Zionist state. 

It calls the attention that Trump has reviewed his exit from the Transpacific Treaty, conceived to compete with China, and asked for re entering. The Japan case is fundamental, because it faces an enormous setback and banking crisis, in the frame of a public debt that is the largest of the world – a 300% of GDP.

The measurements against the large Russian companies has been brutal – they’ve been excluded of the world market, even without care they broke (the aluminum giant Rusal and another twelve monopolies). Any arrangement that strategically margins Japan will only accentuate an internal crisis that profile itself huge. Something similar could be said about the future of Taiwan.  In a more general way, it is possible to advert that a strategic reorganization of the region will awake a enormous political interest and an unrest with no equal among the workers of all countries involved. 

“Ultra-imperialism” and war

For several scholars, one of the routes of this process could disembogue in a great international agreement USA-China (Le Monde, 4/21), and would be useful to avoid a world war.  Some economists assure that the central banks of the US and China had already agreed a common monetary policy –the ‘great coupling’. We would be in presence of a ‘revival’ of the “ultra-imperialism”, which theorized the German revisionist Karl Kautsky. Actually, antagonisms come priming, especially in Central Asia, that has just manifested in the crisis that has burst in Armenia.  An ultra-agreement USA-China, non viable, would unleash a fabulous crisis in the European Union. The “silk road” that China builds is a source of conflicts, even with India.

For several North American politologists, the diplomatic decision of Trump is little less than an improvisation, moved by the need of detouring its government political crisis, harassed by judicial denounced of all colors. It contradicts, on the other hand, the nationalist demagogy with which he wants to settle his social and electoral base. The Korean matter, in the end, relives the clashes in the field of the world capitalist crisis and wars.

Barely a week before the popular massive demonstrations that had been unleashed in Nicaragua, the government of Daniel Ortega received the award for the “best project of foreign investment” (Forbes, 4/11). “The recognition” took place in the “Annual Investment Meeting, in the city of Dubai, in the United Arab Emirates”. The unexpected distinction for a government that advertises its “national and popular” condition, wasn’t reduced to an occasional celebration, because according to the same information, “the project of Direct Foreign Investment most innovating in Latin America and the Caribbean”, responds to the “investments program PRONicaragua”, that the Sandinist government promotes with fiscal resources.

The huge reaction it aroused in the population and especially in the university youth, the “pensions reform” that imposed by decree Daniel Ortega almost a week ago, must be characterized in this context. The reductions of pensions in a 5%, and the rise in personal contributions (from 6.25 to 7%) and bosses’ ones (from 19 to 22.5%), not only upset the popular sectors – it also provoked a rupture of the government pact which rules since more than a decade between the great bosses, joint in the Superior Council of the Private Company, and the Orteguism. The “reform”, nevertheless, had been ‘recommended’ by the IMF, to cover a deficit of 75 million USD of the Social Security. The same Social Security which loans its guarantee fund to subsidize the “PRONicaragua” greeted by international investors.

“The protestors were convened by the powerful Superior Council of the Private Company (Cosep-acronym in Spanish)”, inform the agencies to (Argentine newspapers) Clarín and La Nación (4/24), “which was allied to Ortega in his eleven years of government, but which after the reform of the pensions system became in an opposition entity”. By this way, the great bosses, to whom the Agricultural Producers’ Union added up, had turned into the political direction of the popular mobilization. Forced by the generalized rebellion to derogate the pensions’ decree, Daniel Ortega convened the businessmen “to dialogue” – which gave themselves the joy of rejecting him until “all imprisoned are released”. The Cosep was accompanied by the clergy of Nicaragua, the private universities and the American Embassy. “I’ve opened them my heart and they’ve answered with the wallet”, ‘reflected’ thirty years ago the minister of Alfonsín, Juan Carlos Pugliese, before a similar inconveniency. Nicaragua is one of the coveted objectives by China, who have offered in its moment to build a channel between the Caribbean and the Pacific, for the displeasure – provisional, of the United States. 

The political direction of the mobilizations is not disputed by any other organization, apart from the bosses-clergy-university front. This is the core of the Nicaraguan situation. This front does not vindicate the exit of Ortega from government, because it hasn’t armed a replacement political alternative. It has left posed a crucial political transition. The media efforts to present as positive this lack of leadership, with the intention of preventing a political differentiation to be produced. The united front between the great bosses, in one hand, and the people in the streets, on the other, hides the contradiction between the social class that supported the Orteguism for ten years and a mass of workers and youngsters which let loose to the indignation they had accumulated along the decade. 

The brutality of the repression exercised by Orteguism, which nevertheless would retreat immediately derogating the decree, has left naked the political banditry of Sandinism. The thing is that beside the brutal attacks of the police and the army against demonstrators, operated ‘militias’ of the official party, which have nothing to do, of course, with the “masses armament”. In the facts, in Nicaragua rules a single party regime. These ‘militias’ are not the ‘nac & pop’ resistance weapon for the ‘neoliberal offensive’, but an instrument against the masses and against the effort to develop a worker independent alternative to the bosses’ government awarded in Dubai. 

The pensions collapse of Nicaragua leaves into evidence the level that equals the different tendencies’ governments in Latin America – the crisis without exit of the capitalist political domination in Latin America, in the frame of the global economical and political impasse. The exhaustion of the Macri and Ortega, of the Maduro and Kuczinski, of the Piñera and Lula, has the common historical base of the capital decadence. 

Macri should take note.

Under the pretext that the governments of Bashar al-Assad and Putin have used again chemical weapons against the civilian population, this time in Douma, a suburb near Damascus, Donald Trump, the English May and the French Macron have announced reprisals of enormous destructive range against the military positions, air bases and official installations of both governments in Syrian territory.

Last year, with similar justifications, Trump launched dozens of rockets at those targets in a single operation, after warning Russia about it, which withdrew the aircraft in advance. The big US media are urging Trump not to "repeat the previous mistake": instead, they press for a broader military and political offensive, without exhibiting the slightest remorse that this could trigger an international war that would involve all the great powers and the main states of the region.

Neither the complaints of last year, nor the recent accusation against Russia of having attempted the life of a double agent with chemical products in a village in Britain, have been proven in an effective way. The same is happening now. We would be facing a provocation that aims to function as a pretext to extend the war in Syria. Even for Putin, who uses massacres as a method of government, it would not be explained that he uses the chemical arsenal in a war that he is winning, and when his US counterpart, Trump, is caught up in an internal crisis, due to opposition of the State Department and the Pentagon to his proposal to withdraw from Syria.

The possibility arises that the denunciation of the use of chemical weapons in Douma is part of a propagandistic forgery, or that the accusers have used the Islamic militia that was until recently in control of Douma, Jaish al-Ilan, to execute the bacteriological massacre. The day after the events, Israel bombed bases of the Syrian government and the militias of Hezbollah and Iran in Syria, which was interpreted as a warning to Trump not to withdraw militarily from Syria. The analysts of this war, assure that the Zionist State has already bombed the neighboring territory more than a hundred times since the outbreak of the civil war. The Zionist government did not recognize the recent attack, nor a large number of the previous ones. Their actions, however, have been authorized by their 'enemy', Russia, which controls Syria's airspace. "Netanyahu is stuck to the red phone that communicates with Moscow," recalls an American newspaper. The international war in Syrian territory is undeniable: they intervene with their armies or militias: USA, Russia, Great Britain, France, Turkey, Iran, Israel, as well as Saudi Arabia, Qatar and Egypt, through interposed militias.

While these war crimes are occurring, the great press of these countries keeps on promoting before the public the 'pacifist vocation' of imperialism and the reactionary powers in presence. The massacre of civilians is estimated between 350 thousand and half a million people, and the refugees in several millions.

Trump proposes to withdraw American troops from the land, to promote a broader war through local agents - as he has been doing in Afghanistan and Iraq, for example. With the memory of the defeat in Vietnam, between 1968 and 1974, he does not want to see the return of coffins to the United States. It is probable that the tycoon of misogyny authorizes the occupation of all of northern Syria by Turkey, so that the army of this country acts as a gurka of imperialism against the presence of Russia. Putin does the same, as he has authorized the aviation of Turkey to bomb the region and proceed to occupy the city of Afrin, of Kurdish majority. The military clashes are combined with the intestines of each block, in an infernal slaughter against the peoples. The war has given Israel a right of a "de facto" supervision and interference, which will be used to expel the Palestinians completely from their historical territory. Zionism has embarked on the adventure of a 'great Israel', as the first-order oppressor of an ocean of surrounding Arab peoples, and therefore to wars and suffering without parallel.

This war involves the whole world. If the Trumps, Mays, Macrons or Merkels impose themselves, the labor and social precariousness of the proletariat of the US and Europe will be strengthened, that is, endless misery. Putin and the Ayatollahs, reactionary and oppressive capitalist castes, know that they have no chance of victory in the face of world imperialism; that is why they seek an impossible 'arrangement' with imperialism - as evidenced by the repeated attempts in Syria and other countries at war, and all similar attempts in Ukraine and in the disputed Muslim territories of the former Soviet Union.

On Wednesday morning, General Vilas Boa, commander-in-chief of the Brazilian Army, ordered the Supreme Court of Justice to imprison former President Lula under the pretext of eradicating "impunity." It is the culmination of a wave of pronouncements by retired military officers making the same demand. It takes place when the army has taken over the militarization of Rio de Janeiro. This clear-cut coup took place when it became evident that the Supreme Court was divided over imprisoning Lula immediately or allowing him to freely attend the last appeal of a ruling that sentenced him to 12 years in prison. The division within the Supreme Court, which finally voted 6 to 5 against Lula, expresses the political crisis unleashed by the execution of the sentence. The goal is to prevent Lula from presenting himself as a presidential candidate next October.

In a country ruled by corrupt leaders, all the way from President Temer and Congressmen to the very last governor, the immediate imprisonment of Lula in order to veto his candidacy, by military demand, constitutes a proper coup d’etat. Fascist bands have taken to the streets with violence, to support the military coup. The coup’s extortion of the Court and the implicit threat of repressing all popular protests against the imprisonment, turns the fraudulent political regime in Brazil into a military protectorate.

All this reveals that the so-called "parliamentary coup" or "institutional coup" that took place in June 2016 was a military coup with the complicity of all the institutions of the Brazilian State and the support of the "international community", that is, of US imperialism, the EU and Latin American 'democracies'.

We call for a continental mobilization against this new coup in Brazil, regardless of the fact that Lula and the PT governments are responsible for the corruption of 'petrolao', 'mensalao' and of the huge deals of Odebrecht, Andrade Gutierrez, Correia Camargo, Eike Batista and of the Brazilian and international bourgeoisie as a whole. The corrupt Temer and his party have steadily co-governed with the PT over the past 13 years. The PT did not call for a popular mobilization to defeat the destitution of Dilma Roussef.

The military coup in Brazil occurs at the same time that Trump militarizes the border with Mexico, and prepares an oil embargo against Venezuela aimed at making a military coup or a foreign intervention viable. The world capitalist crisis and the economic and military wars undermine Latin American political regimes and severely threaten the working masses. The politics of leaders such as Lula, the Kirchners, Correa and Chávez-Maduro, is directly responsible for the rise of the rightwing and the politics of coups.

We call to fight the coups, the rightwing and imperialism, not to favor a return to the bosses’ 'nac & pop' regimes, responsible for this setback, but to promote a revolutionary way out for workers and the Socialist Unity of Latin America.

The International Conference gathered in Buenos Aires condemns the Zionist Army massacre of 17 Palestinians during the demonstration in Gaza that was claiming the rightful return of refugees. A killing takes place confirming a policy of extermination against the Zionist-enslaved Palestine people. Israeli sharpshooters targeted a demonstration of over 30 thousand Palestinians, leaving 17 dead and nearly 2000 wounded. There were children at the demonstration, and all the victims were between 18 and 34 years old. The Zionist Army also carried out a tank and air strike against Gaza.

We witness a new criminal act by Benjamin Netanyahu’s government, a few weeks after Trump announced the recognition of Jerusalem as the sole capital of Zionism. It is the formalization of the 'final solution' for Palestine, which takes place at the same time that Zionist settlements continue to grow on the West Bank and the people of Gaza find themselves fenced in and living in an open sky prison.

We denounce the Zionist oppression of the Palestine people and the imperialist war in the Middle East. This has become a pressing issue for workers. We call for a movilization against this genocidal killing and to publicly demonstrate against it.
